He did his job correctly IMHO.: If he believes that his role is to enforce the speed limits on safety grounds, you may have given him the impression that being stopped & talked to by him was enough of a scare to deter you.? Perhaps he was doing his job "properly", rather than just acting as a jobsworth speeding tax collector.
You only get fined if you break the law Saint Mark...not if you follow it. Tax doesn't come into it in any form at all. You know this.
